Explanations and Descriptions of Our Fees

 

All of the information disclosed and provided to the adoptive parents follows the standard in 96.40.

I/We understand and agree that the fees of the adoption of one child from Poland is approximately $32,500;

The fees are non-refundable.  If for any reason, you choose to discontinue the process, or chose the services of another agency, then the funds will not be returned.  They may however be applied to future international adoption through our agency.

I/ We understand and agree that if unforeseen additional fees and expenses are incurred in the Convention country, the agency charges such additional fees and expenses only in writing and after obtains a specific consent of the prospective adoptive parents prior to expending any fees.

I/ We understand and agree that the fees shown above are for adoption of one child and do not include: Home Study, CIS fees, Post Adoption services, travel expenses, in-country lodging, food and transportation, nor third party fees such as adoption training classes; CIS fees; please see Description of Services below.

I/ We understand and agree that the foreign adoption fees are to be paid directly to the agency’s partners in Poland and those fees are non-refundable.  The payment is made as follows:

  1. The agency provides to its adoptive parents the bank information of its Polish FSP.
  2. The adoptive parents utilize the services of a bank of choice in order to make the wire to the FSP.
  3. The agency makes sure that the amount of the wire is exactly as stated in the agreement.
  4. The adoptive parents provide the official bank wire document to the agency for its records.
  5. The agency scans this wire document to its FSP as proof of payment.
  6. In this way, the agency monitors the fees paid directly to its FSP as part of its supervision of the FSP.

 

 

 

 

Adopting Two Siblings at Once

 

Adopting a second child does not cost double. The additional charges for the second child are necessary to meet the country legal requirements. These include additional paperwork and legal involvement of attorney as is required per child. This process creates more legal work, more translation, and authentication. The additional paperwork needed to be processed for a second child and its legal/administrative fees accumulate to approximately $9,000.

This process creates more legal work, more translation, and authentication. The fee includes the following services: communicating with Central Authority; Communicating with orphanage authority, if necessary; communicating with Polish Central Authority in obtaining documents necessary for Article 16; communicating with US Embassy for obtaining Article 5; translation of documents as required by Central Authority; attorney’s fee; legal fees. The fees are not refundable.

 

“In United States” – $1,500 is due upon accepting referral.  Includes, but not limited to; attorney’s fees, know-how, legal advice, following changes in legal requirements in USA.  The fees are not refundable.

 

IAAME Oversight Fee – This is a fee implemented by the accrediting authority, IAAME per child adopted  It is for oversight and monitoring of adoption cases.  The fee is per child.  The fee is not refundable.

Adopting three siblings at once

Adopting a third child does not cost triple. The additional charges for the third child are necessary to meet the country legal requirements. The additional paperwork needed to be processed for a third child and its legal/administrative fees accumulate to approximately $6,000.

Description of Fees and Services:

 

Application Fee: $300 Due with the application; the fee is not refundable.

 

Agency Fee: $6,200 Due with the agreement; includes, but not limited to: personnel costs, administrative overhead, operational costs, training and education, communications and publications costs, and any other costs related to providing adoption services in the United States; The fee is not refundable.

 

IAAME Oversight Fee: $500 due within 2 weeks of signed contract. This is a fee implemented by the newly appointed accrediting authority, IAAME.  It is for oversight and monitoring of adoption cases.  The fee is per child.  The fee is not refundable.

 

Dossier Fee: $6,500 Due with the Dossier; includes, but not limited to; attorney’s fees, know-how, legal advice, following changes in legal requirements in USA and foreign country; legal assistance provided to adoptive parents with their Dossier preparation, legal assistance provided to adoptive parents for CIS laws, legal assistance provided during the entire adoption procedure. The fee is not refundable.

 

Foreign Country Fees:

 

Wire with the Dossier: $1,000 – wire to the Polish Supervised Provider’s account made directly by adoptive parents. The fee includes translation and authentication of Dossier and submission of the Dossier in the Polish Central Authority from adoptive parents’ behalf. The fee is not refundable.

 

Wire Upon Accepting Referral: $10,000 wire payment due after parents have accepted proposed match.  The fee includes the following services: communicating with Central Authority in regards to the referral whom had been accepted by the adoptive parents; communicating with orphanage authority, if necessary; communicating with Polish Central Authority in obtaining documents necessary for Article 16;  communicating with US Embassy for obtaining Article 5; translation of documents as required by Central Authority; application in the court for court date and finalization of adoption; arrangement of legal representation in the Polish Court with an attorney; attorney’s fee; legal fees. The fees are not refundable.

 

Wire Before Physical Trip Payment: $8,000 wire payment seven days before arrival for trip in Poland. The fee includes the following services: meeting the adoptive parents at the airport; make transportation arrangement for them; make housing arrangements for them; arrange appointments for the adoptive parents with US Embassy for the child’s visa and child’ legal leaving of the country; arrange appointments for child’s new birth certificate, for the child medical exam, for the child’s Polish passport, for the child’s pictures; accompany the adoptive parents on their appointments; translation and interpretation for the adoptive parents with all of the Governmental representatives; translation of documents: translation and authentication of the child’s birth certificate, of the Adoption Court Decree; other documents, legal fees. The fees are not refundable.

 

Accommodation in Warsaw shall be approximately as follow: 0-2 nights before going to the region $100 -$150 per night; in the region $250-$550 per week apartment for 10-20 days; after the Court Hearing in the region accommodation in Warsaw apartment: $400- $ 650 per week for approximately 25 days.

 

Transportation to and from the region $300 – $1000; Food: $15 – $30 per person per day for adoptive parents; Care of the child: $350-$650 per week are the expected fees and estimated expenses that adoptive parents may have for the care of the child in the country to finalization of adoption, including, but not limited to, costs for food, clothing, shelter and medical care.

 

Contributions: contributions are voluntary (not requested) from the adoptive parents to the agency’s programs for donation to foreign orphanages for unadoptable children, children with medical conditions, for living conditions improvements of the orphanages, for food, clothes and medications.

 

Agency’s non-refund policy: Each of the fees described above are non-refundable.

 

If the Polish Government changes some of the governmental fees, then the supervised provider shall notify the Agency. The Agency should notify the adoptive parents with a written notice as soon as the agency is informed by the supervised provider.

 

In case of need the Dossier to be updated the following fees will apply: Dossier Update fee – $1,500; Dossier Update Translation fee – $ 1,000.

 

Third Party Fees: CIS Fees: $775 for I-800A Application fee, $85 per person Fingerprints fee, $325 visa fee in US Embassy; Medical examination fee -$20 -$100 per child; Child’s Passport $70 – $200, Authentication of Dossier with Secretary of State’s: 1$-$20 per document; Documents issued by Vital Records: $1- $20 per document. Education Training for Adoptive Parent: The agency works in collaboration with the following agency regarding the provision 10 hours of training for adoptive parents: Adoption Learning Partners: The topics covered in the training classes are exactly as they are set forth in 96.48 (a, b, c, d, f). The adoptive parents are able to take the educational classes from their homes by internet; after finishing the classes and taking successfully the tests the adoptive parents obtain a Certificate of Completion. Adoption Learning Partners informs the agency about the successful completion of the education and sends the certificates to the agency. The fee of $150 should be paid directly to Adoption Learning Partners by the adoptive parents.  Another educational requirement is the “Healing Families Package” by the Karyn Purvis Institute of Child Development.  The cost payable directly to the Institute is $165. The report to the court pursuant to GS 48-2-501 for NC Residents Only can be provided by the agency after the decree of adoption has been entered in Polish courts, per the adoptive parents’ request. (IAAME Oversight fee is also a third party fee, but it is listed above and due with signed contract).

  2. The agency then makes the international wire to the FSP after having received the fees paid by the adoptive parents.
  3. The agency makes sure that the amount of the wire is exactly as stated in the agreement.
  4. In this way, the agency monitors the fees paid directly to its FSP as part of its supervision of the FSP.

WAITING CHILD ROUTE – Only applicable if adopting a waiting child.

“Waiting Child Route” – Bulgarian Central Authority gives special priority with children with special needs.  If adoptive parents pursue this route, the fees stated above will remain the same.  The total will be the same.  However, the timing of when the fees become due will change as follows:

“Waiting Child Route Understanding” Our agency is not “holding” the waiting child for you. He/she is listed by the Bulgarian Central Authority, MOJ, if anyone decides to apply to adopt him/her – the application will be reviewed by the MOJ. The MOJ will decide to approve or deny your application.  The adoptive parents understand and agree that if another adoptive family, who has a completed Home Study shows up and wants to commit to the same child, the Bulgarian MOJ will decide which application to approve.  This may result in your application to be denied by the Bulgarian MOJ, for that particular child.

The only difference with “Traditional” is the fee:  “Upon MOJ Approval” – 1,600 Euro.  This fee is due when the Bulgarian MOJ approves the waiting child application.

Adopting Two Siblings at Once

 

Adopting a second child (siblings) in Bulgaria will add the following fees:  8,000 Euro and $2,000.  The overall estimated total then would be the total from above for adopting one child, $21,500 and 8,000 Euro plus 8,000 Euro plus $2,000. The additional charges for the second child are necessary to meet the country legal requirements. These include additional paperwork and legal involvement of attorney as is required per child. This process creates more legal work, more translation, and authentication.  Another expense that would double is the oversight fee implemented by IAAME – because their oversight is “per child”.  The IAAME fee oversight is $500 per child.  Adopting 2 Siblings will be $500×2 = $1,000.

IAAME Oversight Fee – This is a fee implemented by the accrediting authority, IAAME per child adopted.  It is for oversight and monitoring of adoption cases.  The fee is per child.  The fee is not refundable.

Wire with Dossier: 2,000 Euro – wire to the Bulgarian Supervised Provider account made directly by adoptive parents. The fee includes translation and authentication of Dossier and submission of the Dossier in the Bulgarian Central Authority from adoptive parents’ behalf. The fee is not refundable.

 

“Shortly Before First Trip” – Payment 1: 3,000 Euro plus $3,000 Wire payment is due seven days before arrival for first trip in Bulgaria.  The wire shall be made directly by the Adoptive Parent(s) to the Bulgarian Supervised Providers’ account. The fee includes the following services: meeting the adoptive parents at the airport; make transportation arrangement for them; make housing arrangements for them; arrange appointments for the adoptive parents with Bulgarian Central Authority and in the orphanage; accompany the adoptive parents on their appointments with Bulgarian Central Authority and orphanage translation and interpretation for the adoptive parents with Bulgarian Central Authority’s representatives; with the orphanage’s representatives, and with the child; translation of documents signed in Bulgaria; application in the court for court date and finalization of adoption; arrangement of legal representation in the Bulgarian Court with an attorney; attorney’s fee; obtaining a final Court Decree stating the adoptive parents as legal parents, legal fees. The fees are not refundable.

 

“Shortly After First Trip” – Payment 2: 2,000 Euro and $3,000 wire payment seven days after completion of First Trip in Bulgaria.  The wire shall be made to the Bulgarian Supervised Providers’ account directly by the Adoptive Parent(s). The fee includes the following services: translation of documents signed in Bulgaria; application in the court for court date and finalization of adoption; arrangement of legal representation in the Bulgarian Court with an attorney; attorney’s fee; obtaining a final Court Decree stating the adoptive parents as legal parents, legal fees. The fees are not refundable.

 

“Shortly Before Second Trip” – Payment 3: 1,000 Euro and $2,000 wire payment due seven days before Second Trip to Bulgaria.  The payment shall be made to the Bulgarian Supervised Providers’ account directly by the Adoptive Parent(s). The fee includes the following services: meeting the adoptive parents at the airport, transportation arrangement for them to the orphanage to pick up the child; make housing arrangements for them in Sofia; arrange appointments for the adoptive parents with US Embassy for the child’s visa and child’ legal leaving of the country; arrange appointments for the child medical exam, for the child’s Bulgarian passport, for the child’s pictures; accompany the adoptive parents on their appointments;  translation and interpretation for the adoptive parents with all of the Governmental representatives; translation of documents: translation and authentication of the child’s birth certificate, of the Adoption Court Decree; other documents. The fees are not refundable.

 

Accommodation in Sofia 

For the first trip:  1-2 night in Sofia before go to the region and 1-2 nights in Sofia after been in the region Euro 100 – Euro 150 per night hotel room; in the region Euro 70 – Euro 150 per night hotel for 5-6 nights + accommodation for the translator in the same hotels;

For the second trip: 1-2 night in Sofia before go to the region and 3-4 nights after been in the region Euro 100 – Euro 150 per night hotel room; in the region up to Euro 70 – Euro 150 per night hotel for 1-2 nights + accommodation for the translator in the same hotels;

Transportation to and from the region up to Euro 600 per trip.

Food:  E20 – E30 per person per day for adoptive parents  and  E20 –E30 per day food for translator.

Care of the child:  Euro 250 – Euro 650 per week are the expected fees and estimated expenses that adoptive parents may have for the care of the child in the country prior to finalization of  adoption, including, but not limited to, costs for food, clothing, and medical care; This estimated cost for the care of the child is only while the adoptive parent(s) are physically in country and taking care of their child(ren).

Home Study and Post Adoption Services

 

The Fee Schedule for adoptive parents who are NC residents. Saint Mary’s will do the Home Study and Post Adoption Services for them.

Home Study Application Fee: $200 due with the application. The fee is not refundable.

 

Home Study Fee $2,700 due as follow: Payment 1: $1,350 due with the home study’s Agreement; includes the following services: providing the necessary information that is required for adoptive parents for the home assessment; visit of the adoptive parents’ home; the fee is not refundable. Payment 2: $1,350 due with the finalization of the home assessment; includes the following services: at least one face to face interview with adoptive parents in the agency’s office; counseling on the adoption issues; finalization of the home study. The fee is not refundable.

 

Post Adoption Report Fee Per Report: $700 due as follow: $350 at the time of the visit and $350 due at the time of finalization of the report; includes the following services: provide the necessary information required for the report; visit of the adoptive parents’ home, counseling and observation of child’s adjustment with the adoptive parents family and extended family. Fee also includes translation of the report into the foreign language.  Forwarding translated report to foreign Central Authority within the required by them deadlines.  The fee is not refundable. Other related to the home assessment or Post Adoption Reports charges: if the home of the adoptive parents is more than 35 miles away of the agency’s office an additional charge for gas depending on the distance may be due but not more than $ 100 per visit.

 

The report to the court pursuant to GS 48-2-501 for NC Residents Only can be provided by the agency after the decree of adoption has been entered in Bulgarian Courts, per the adoptive parents’ request.

 

In case of need the Home Study to be updated the following fee will apply: Home Study Update – $ 2,000

 

For Adoptive parents that are NOT NC residents:

 

The adoptive parents who are not NC resident need to coordinate with Saint Mary’s their choice of home study agency. Saint Mary is a primary provider of adoption services and Saint Mary’s approval of their home study will be legally required. Saint Mary will assist them with their decision on a home study agency and will provide the necessary guidelines and a home study’s review and approval.

 

Review of a Home Study Where the home study is not performed in the first instance by an accredited agency, or it is performed by an exempt provider the agency ensures that the home study is reviewed and approved in writing by an accredited agency as described in Sec.96.47.

 

The Fee of a Home Study Review is: $900 due after the home study review being provided by the agency to adoptive parents; includes the following services: reviewing the home study compliance with the applicable state laws, state interview requirements; CIS’ law 8 CFR 204.311 and 22 CFR Part 96.47. The fee is not refundable.

 

Review of the Post Adoption Report: $250 due after the post adoption report review which has been provided to St. Mary’s by the local home study agency.   This fee includes the following services: reviewing the placement being in the best interest of the child and monitoring the child’s adjustment and bonding with the adoptive parents and extended family.  Fee also includes translation of the report into the foreign language.  Forwarding translated report to foreign Central Authority within the required by them deadlines. The fee is not refundable.

 

Post Placement Services: During the post-placement phase, the agency monitors and supervises the child’s placement to ensure that the placement remains in the best interests of the child; the adoptive parents will be in the foreign country at this phase and they will comply with the foreign country’s legal requirements. If a placement for adoption is in crisis in the post-placement phase, the agency arranges for needed counseling services by phone calls by MSW social worker who is an employee of the agency to assist the family in dealing with the problems that have arisen; the charge is $50 per hour.

 

In case of need the Home Study to be updated the following fee will apply: Home Study Review Update – $ 700.
